Introduction
The application of composite materials in civil engineering undergoes large increasing
developments due to their interesting characteristics and contributions in terms of rigidity, strength
and deformability, modifying completely or partially the concrete behavior, especially in tension
where concrete exhibits very low strength.
It appears that in many civil Engineering works, steel cannot represent any more the single most appropriate solution of reinforcements, particularly when these works are located in corrosive environment.

Besides, there are some other kinds of widely used specifications for steel penstocks or pressure vessels in the world, such as "Unfired pressure vessel" issued by European Committee for Standardization (EN 13445-2002), ASCE Manuals and Reports on Engineering Practice No.79"Steel Penstocks" promulgated by American Society of Civil Engineers (ASCE No.79), "ASME Boiler & Pressure Vessel Code" enacted by American Society of Mechanical Engineers (ASME BPVC).
