There were the safe drinking water project constructions that only worked out “to have water for drinking” and ignored “water quality purification and supporting facilities” [2].
Along with the rural drinking water safety project completion of the new water supply, these facilities apparently were drop behind and need to give high standard construction. 1.4 In the aspect of project operation and management, lacked ways to implement of operable standardizing system and industrial standard, the responsibility for engineering management and protecting has need to refine further the implementation of professional management, shortage of technical personnel, the operation management level of engineering was not high, result in low efficiency of engineering. 1.5 Project investment direction was not clear which mainly reflected in the project planning approval did not fully and objectively research evaluation, nothing but either local competent liked active report and didn't really need or man-made reported the project scale, either was the superior administrative orders must complete the project scale, resulting in waste of state funds.
The specific approaches are: each project by the masses of benefit to elect a village water tender for engineering, who full charge of the daily operation of water conservancy project, and the villager committee and the water tender sign an agreement that are clearly the rights and obligations of the water tender.

Engineering Situation Using the water-supply method (one machine, one hole), The nuclear power plant nuclear power generating units join the PX pumping station through two diameter 5.5 m water intake tunnel.
Through the hot water backflow ditch, the hot water used to melt the flake ice, flows through the pre-setting hole at the top of tunnel into the water intake tunnel, and then enters the PX pumping station fore-bay gates wells.
In view of that the water intake tunnel is related to nuclear safety class I seismic items, and hot water backflow ditch and joint of tunnel are located in the tunnel exit parts.
According to the study report of nuclear power plant the water pump room heat recovery system of cooling water discharge, the temperature of back discharged hot water has increased by 6 degrees than that of fore bay water.
