The main features of the waters resources investigation is a big workload, involving a wide profession, a high technical requirement, so the survey tasks should be completed by the specialized agencies and high-quality professional and technical personnel, but should not be implemented by the relevant government departments, because their technical level and work functions is impossible to meet the requirements of the waters resource investigation.
For example, “land for the waters and the water resources facilities” has been included in the investigation category during the 2nd national land survey, the nationwide water survey has also included the waters resources investigation, between both has the intersection, but also has the null set.
