Rail damper is a new technique designed based major on vibration absorber for railway noise and vibration control, which is a vibration damping and noise reduction installed in the light of rail transformation, and consisted by a damping materials and restraining plates on the surface of rail.
The frequency range and its working temperature are around 10Hz-20KHz and -30℃~51℃, respectively, with a rather high strctural loss coefficiency of 78%, which is quite higher compared to other rubber materials of only 2%~5%.
The physical and mechanical properties of damper material are shown in Tab. 1.

This will affect to take full use of the reinforced material’s resestance to tensile stress because the aim of pasting FRP or external bonding steel plate was to anti-cracking, this will weaken the reinforced effect.

The most studied raw material for building materials is ash and slag waste, which is more than 8 million tons per year.
The efficiency and rationality of the production of modern building materials is considered by the degree of use of natural resources, the degree of utilization of man-made raw materials and the degree of environmental pollution.
Ash materials are characterized by the content of losses during calcination (12,13...15,30); sufficiently high content of alumina (Al2O3) -20,00..21.58%.
