According to the investigation on charge of power consumption of heat pump system, currently, the charge on heat pump commonly adopts commercial power price, RMB0.78/kWh, while other provinces make preferential policies at this side, such as Shenyang, in order to reduce operation cost, for the heating and cooling projects with ground-source heat pumps, the power consumption shall be charged as civil electricity price.
Beijing rules that the power consumption for civil central heating system with heat pump shall be charged as power price for living.

Key words: surge tank; surrounding rock stability; dynamic stability; rock-point safety factor; the second lining
Abstract: Taking excavation and supporting of surge tank large-scale underground cavern group of Nuozhadu hydropower station as example, the stability of surrounding rock is analyzed systematically, and the best lining scheme is obtained.
According to lining scheme comparison, the scheme that concrete of surge tank pouring to elevation 625.5m is the most economic and reasonable lining scheme for this engineering. 1 Introduction Various excavation and supporting styles will lead to various surrounding rock stress-strain relationships and obtain various stability effects [1].
The civil engineering in China is in vigorous development construction stage, more and more large engineering constructions send huge challenge to geotechnical workers[2].
Through simulation calculation and comparison of the above several schemes’ calculation, the engineering requirement is satisfied when the elevation of concrete reaches 625.5m, therefore, the scheme that the elevation of concrete reaches 625.5 is the best lining scheme. 6 Summaries (1) After the primary supporting excavation of underground cavern, the displacement and the small main stress are less; the maximum tensile stress is far less than the surrounding rock tensile; the rock-point safety factor not satisfying the standard requirement located at individual points; the rock-point safety factor at the corner points and fault cutting points is relatively small, where must be mainly monitored and supported.
