The Foundation of Sustainable Development of City: Urban Green Planning
Because the city is a factor gathering body of natural, artificial and socio-economic environment integrated mutually, the essence of urban sustainable development is to achieve organic integration and harmony development between the socio-eonomy and the resources, energy and environment of city to let urban development to be based on the limited material carrying capacity of resource, energy and environment [6].

According to data of engineering design data, the volume of earth-rock excavation in the site area amounts to 2.659×106m3,and an earth-rock backfill of 1.1568×107 m3 has been completed, so including the volume of earth-rock excavation, material of 8.909×106 m3 peeled from coal mine are still needed.
