It is proposed to consider the investment potential of the city on a basis on the following four private potentials, which are the parts of the investment potential as a cumulative indicator [2]:
1) financial-economic potential (FEP) - reflects the state of the financial resources of the city (budget funds, funds of banks and insurance sectors of the city, funds of different companies), and cumulative result economic activity of the population of the city, and characterizes the human resources and their educational level;
2) innovation potential (InP) characterizes the level of development of science and introduction of achievements of scientific and technical progress;
3) infrastructural potential (InfP) reflects the level of infrastructure availability of the city;
4) savings potential (SP) characterizes the total purchasing power and investment ability of the population of the city or combination of capabilities, characterizing the level of consumption and saving.
*values are calculated by the author according to the materials of the Territorial body of Federal state statistics service of Kursk region Conclusions There is a gradual transition in modern practice of urban planning from planning, which implies simple distribution of the infrastructural objects all over the territory, to the planning of «sustainable cities».
