GIS has been developed in the United States in the 1960’s as land management software.
Other professionals like civil and transport engineers, urban planners, economists or even journalists do not have the opportunity to learn in universities about today’s available land and traffic management technologies, even though they may use these technologies to create a support for certain professional decisions.
These numbers may represent a base for park renewal interventions or for testing the efficiency of new pedestrian routs like railway underpasses or bridges over the Bega water channel.
Data on the left of Fig. 1 represents grouped parks in areas with low housing (like the ones along the Bega water channel), while data on the right of the chart represents individual parks in the center of dense neighborhoods.

Therefore, the utilization rate of global energy can be improved greatly if the professional heating systems could be equipped in civil buildings where people live.
Only the professional quality, practice skills, and design standards of design personnel can be improved in an all-round way, a scientific and practical heating design plan can be ensured for civil buildings.
The commonly used heating technologies can be concluded as follows: (1) co-generation of heat and power, which is a comprehensive energy utilization technology using the low-grade heat energy for heating after using the high-grade heat energy of fuel to generate power; (2) concentration heating of small and medium regional boiler rooms, which provide heats for buildings with hot water cycle in coal-burning, gas-burning, oil-burning ways and via regional pipe network; (3) small gas water heater, which is a economical and practical heating solution if the natural gas can be selected as heating fuel material in the newly-built civil buildings; (4) direct electric heating, which is a technology applying all kinds of electric radiator and film indoor, allowing the home owners to make an adjustment flexibly according to the specific requirements of the home owners and possessing a 100% heat utilization rate in end device.

1 Introduction
Energy-saving construction is the construction mode with the target of utilizing resources reasonably and recycled, conserving resources and reducing energy consumption for construction, which means during the process of construction, each part like the planning, design, construction, maintenance and other need to save energy such as water and electric to the maximum degree, and effectively increasing energy usage, reducing energy loss [1-3].
In addition, the progress of the construction need to be deployed scientifically, reducing the consumption of green areas in the water, which is an energy-saving construction method. 3 Conclusion At this stage, energy conservation and environmental protection and low-carbon energy consumption are the inevitable trend of the development of construction project, which needs related professionals in their work continued make reform and innovation, and integrate advanced science and technology, and make improved so as to achieve suitable for the construction.

In addition, instructing the relevant professional functions to set up observation points, for purpose of understand the dynamic changes in groundwater level and water quality, and maintenance of emergency water supply system to normal operation.
