In April 1960, China State Science and Technologic Commission and the Hydroelectricity Department made a plan of tidal energy technology development: 1960-1962, which determined nine tidal energy development research tasks, namely, estuarine tide bulge characteristics, sediment movement, river bed evolution, soft foundation treatment, over water construction technology, formation of hydraulic structure, alternative materials research of unit manufacture, the low head and large discharge water motor unit types, and its unit structure research [1].

From the results of research, it can be seen that the multi-layer films has optimum characteristics, whose sheet resistance is 117Ω/□, when the use level of Sn is 10%wt,heated in 800℃ 15min with repeated dip-coating seven times.. 1.Introduction Thin films of indium oxide doped with tin (ITO) are advanced ceramic material with high transmission in the visible region and a low resistivity.
Experimental Indium ingot of 99.99% purity and stannic chloride were used as the starting material.
