Introduction AIS is developed by the International Maritime Organization, the International Telecommunication Union and International Association, based on the ship borne VHF/DSC technology developed, mainly for water between communication and command of the ship to shore, shore and ship,  ship and ship automatic identification system in 1990.
It can continuously and automatically send the ship's dynamic information and static information, and exchange information with other ship to shore, achieve avoidance, pilot scheduling and maritime traffic management decision of ship navigation safety [1].
In 2011 March, the International Maritime Organization of radio communications and search and Rescue Committee fifteenth meeting considered the global maritime distress and safety system, the International Telecommunication Union marine radio communication, the satellite communication, search and rescue, electronic navigation issues.
In 2013 January, the seventeenth meeting held by the International Maritime Organization of radio communications and search and Rescue Committee passed a relevant maritime safety notification draft.
