The confirmation of the engineering quality supervision commitments is the sign that specific responsibilities and primary organizations is carried out in construction engineering quality (security).
The supervision scheme in construction engineering quality (security) should have standardized format and content requirements, including the basic situation of the engineering, the main contents of selective examination in construction engineering quality (security), relevant formalities selective examination, engineering entity quality audit, quality control in important parts etc [8].
The construction bodies’ quality behaviors are the key and focal point of supervision in construction engineering quality (security).
Hence, listening to the construction bodies’ report on spot is key link to carry out supervision in construction engineering quality (security) effectively [11].

Basic structure of information management system
Information management system of TBM construction is composed of 8 parts: system display interface, engineering progress, cutting wheel, screw conveyor, time statistics, materials consumption, single-ring and multiple-rings.
Among them, system display interface, engineering progress, cutting wheel and screw conveyor belong to display interface, the major functions are to display various parameters, engineering progress and the relationship between engineering progress and significant risk evaluation engineering.
So, information management system is developed mainly to propose a tool or method for user to monitoring the whole process of TBM tunneling and achieving risk prediction and management through the analysis of key parameters and the statistics of main materials.
l The system can display engineering progress and analyze risk management information timely, it also provides convenient for the users to analyze the distribution situations and mechanical mechanism of major risk engineering, and proposes the keys in management and controls.
l The system can make detail statistical analysis on consumed materials during TBM construction, concluding tail grease, foam volume and grouting quantity, then construction quality and cost can also be controlled.
