Despite the benefits for communal property, the situation with introduction of energy saving technologies in higher educational institutions of state ownership, directly subordinated to the Ministry of Education and Science of Ukraine or other profile ministries, remains unclear.
Main reasons are the use of outdated materials and technologies for the construction of buildings.
