Technical Indexes for Planning of Disaster-Mitigation Emergency Congregate Shelter in Villages and Small Towns

Abstract:

Compared with cities in China, emergency evacuation and rescue in villages and towns are more difficult, and the technical indexes for planning of urban emergency shelters cannot be copied. Through studied experiences in emergency shelters planning and construction from home and abroad, and combining China’s conditions, this paper proposes types, functions, sizes and scope of service of disaster-mitigation emergency congregate shelter in villages and small towns in China, as well as arrangements of emergency facilities and requirements for planning.
