Base on the basic principles of Environment - behavior Study, Architectural Anthropology and Maslow's Hierarchy of Needs, the writer combined the characteristics of winter city buildings and made a tentative research to set up an index system suitable for the Post Occupancy Evaluation (POE) of winter city commercial building.
