Analysis of Roles about Participating Subjects of Regulatory Detailed Planning’s Formulation

Abstract:

In regulatory planning’s formulation and implementation of China, there are four participating subjects, namely managers, planners, developers and users. These four subjects represent different social stratifications and interest groups. They play diverse roles in the stage of regulatory planning’s formulation. This paper bases on the demands of participating subjects, analyses the relevant problems, dissects different roles of them, provides theoretical basis for the improvement of regulatory planning’s formulation and explores the relevant practice.
