The Supporting Conditions of Finance-Construction on Consignment Mode in China Based on PPP

Abstract:

The mode of Finance-Construction on Consignment (FCC) for public projects is such one of the helpful ways to achieve the goal: (1) raising urgent requirements to infrastructure projects; (2) changing low efficiency and disorderly government management. It attracts funds from multi-channel non-government resources, and exerts to control over these projects. So the most urgent thing is to promote the good mode, but we need the supporting conditions, i.e. the innovation of system, mechanism, legislation.
