Abstract:

The paper exposes the dilemma in implementing the Yangtze River Delta Regional Plan (YRDRP) through an analysis of the inception of initiative for the regional planning. The authors consider that the conflict between "Economic Zone" and "Administration Area” results in the current dilemma which is attributed by the game of interests and the lack of effective collaborative mechanism crisscrossing the organizational structures of the region as well as a strong trans-regional administrative body to oversee the implementation.
