Although the influence of the non-technical factors on a huge project in civil engineering was seriously considered by others, the significance of the influence of the non-technical factors is not yet fully recognized in theory and practice.
In practice, the non-technical problems are generally more widespread and more serious than we realize in a huge civil engineering project [1].
It is realized that ethical and philosophical thoughts are of importance for a civil and geotechnical engineer in society and much more attention is needed for the new engineers graduated from university or institute to cope with the challenges in their professions in terms of non-technical factors [2].
It is not uncommon in large projects for the owner to engage an engineer or a group of engineers to serve as advisors on engineering matters.
Engineering career means a lifetime of learning [2, 8].
