Widespread use of the concept "information society" and "information" in Western is in later 70s[2].The first country that advances information technology in civil field is Japan, it implement the construction CALS / CE.
The United States gives great importance to information technology applications in the construction industry, which sets up a research centers crossed engineering disciplines and computer science as early as 1989 at Stanford University called CIFE (Center for Integrated Facility Engineering).

Concerning quantities of influencing factors in Duncan-Chang Model and lacking of available calculation software in geotechnical engineering, the geotechnical Duncan-Chang Model is introduced into ANSYS software by using the User Programmable Features (UPFs) of ANSYS.
