Taihu Lake basin is a typical water shortage area for water quality problem in China.
The results show that the major influencing factors of water environment in Taihu Lake is dissolved oxygen, water turbidity, and water N, P and other nutrient elements, and the water environment nutrients is much influenced by the N element.

[1] Maritime emergency can be divided into water natural disasters, maritime traffic accidents, water pollution accidents, security events on the basis of the characteristics and mechanisms of water emergency.
Therefore, according to the principles of selecting index and the mechanism of water emergency, an evaluation system was built on AHP.
The model of multitudinous levels fuzzy comprehensive evaluation for water emergency was established by the combination of FCE and AHP.
The research might play a guiding role on the management of water emergency.
