With the development requirements of modern water transport, constitutes a form of jobs moving from labor-intensive to technology management type changes.
Study of the human resource of waterway system Through the research on long-term work in the channel system talent expert interview, combined with the author's many years of work experience, clear an ideal professional and technical personnel with ability quality factors, build human resources evaluation system, as shown in Table 1.
To ensure the randomness of the sample and to avoid errors caused by small sample, we make anonymous questionnaire survey between the Yangtze River Waterway Bureau belongs grassroots units and professional and technical personnel, a total of 200, finishing the last 189 valid questionnaires survey data.

Belong to landscape design professional range of activities, including public spaces, commercial and residential land site planning, landscape transformation, urban design and historic preservation and so on. modern landscape design and planning theory emphasizes the point that human care and respect for both nature and local culture, and dynamically coordinate the relationship between man and the environment and between different land use at a higher level in order to protect people and health and sustained other life.
The lack of overall development and regional distribution of scientific planning and program management, ignoring environmental protection, in the low-level redundant construction, land waste, loss of resources, water pollution, quick success, leading to "tree city" "lawn hot "and other negative phenomena flooding.
In the small city landscape design sure to according to local geographical features on the landscape and water renovation and reasonable utilization of the natural environment as much as possible to maintain the native state, must not repeat the mistakes of the practice of domestic cities.

Introduction
Bitumen waterproofing sheets (BWSs) mainly have the waterproofing function in concrete bridge decks in the form of protecting the reinforced concrete structures against rain and aggressive salt and water solutions.
Professionals consider 3,300 g/m2 to be the limit value of the bitumen areal weight of BWSs for bridge deck waterproofing.
Flexible sheets for waterproofing - Reinforced bitumen sheets for waterproofing of concrete bridge decks and other trafficked areas of concrete - Determination of resistance of pre damaged sheets against dynamic water pressure. 1st ed.

However, fine sediment rises obviously in the experiment and the water gets muddy very easily as the existence of a certain amount of clay.
Instruments and method [2][5] The experiment was carried out in a wave current flume in Tianjin Research Institute for Water Transport and Engineering, M.O.T (TIWTE).
Further more, fine sediment suspends obviously and the water gets muddy very easily as certain amount of clay contained.

Take tap water as analogy.
Every family had to spend time, money and efforts in drilling a well before, but now they can get water by simply turning on the tap and paying fees based on actual consumption.
In order to complement superior resources each other, the professional teams of colleges and universities shall, first, under the coordination of Cloud Teaching Resources Committee, “claim” tasks according to their orientation and discipline advantages, so as to produce quality teaching resources and upload them to the “cloud”.
Conclusions Cloud computing provides a solution to the decentralized management and non-unified deployment of teaching resources among colleges and universities in the region, which not only facilitates the horizontal cooperation in terms of teaching and research, but also enables students to get diversified, professional and top-quality teaching resources via Internet without time and space constraints.
