Introduction
In recent years more emphasis has been placed on the safety of Ship-to-ship navigation.
Interactions take major role in the safety of the steering process of a pair of vessels moving parallel.

Due to increasing traffic many cities face the problem of environmental degradation related mainly to CO2, NOx, PM emissions and noise.
The problem of traffic in the city has been comprehensively analysed within the city logistics concept [3-5].

In designing the peak hour traffic, the peak hour person number is more than in random survey, persons is relatively densely crowded, peak time is relatively longer, the probability of the different peaks protruding appear is very small, and considering the actual situation as well as the passengers' imbalance and random, the maximum number of person do not appear average extremely, Therefore, that is to say, the maximum number formula is accurate.
It provide scientific and accurate data for the designing ,and make the passenger flow, fast, safety, comfortable, passengers’ flows go through the terminal building smoothly, without occurrence of bottleneck phenomenon, also won't appear waste area of building, which complies with the public building designing conception.
