Abstract: Three problems remained to be solved in the analysis of the seismic stability of high-fill embankment:the pseudo-static method was defective, the embankment damage model was not clear, and the stability evaluation index wasstill to be discussed.
Therefore, on the one hand it is difficult-to-operate to use the safety factor to evaluate the stability of the embankment; on the other hand it is meaning clear and convenient for engineering application to use the permanent displacement method.Therefore, it is proposed to use the permanent displacement as the evaluation index.
