The Malaysian Institute of Architect (PAM) and the Association of Consulting Engineers of Malaysia (ACEM) are the agencies responsible for setting up a green building rating system known as Green Building Index (GBI) in 2009 to certify and accredit green rated buildings in Malaysia.
Outgoing items for an office building comprises three main expenses which include: Table 3: Main Expenses for Office Building Operation Repairs and Maintenance Utilities Property Tax -lift/escalator -air-conditioning -fire fighting services -building automation system -mechanical and electrical -civil, architectural, and carpentry -cleaning services -security services -fire insurance -landscaping and potted plants -management fee -water -electricity -sewerage (depending on the buildings operation and consumption) -quit rent (1% depending on Land Department) -Assessment rate (3 to 8% depending on the Local Authority) Indoor Environmental Quality (IEQ) Green office building investments provides social benefits, amongst which are; better air circulation that leads to improved health, productivity, and safety.

This problem is more acute in saline-alkali soil in China's western regions and tidal areas, as can be seen in a number of civil air defense saline soil virtually collapsed in less than a year, with faster erosion in concrete at the junction of salt lake brine or saline soil [7-9].
