At present, safety management system (SMS) is widely used by many large foreign airlines, air traffic management departments and large international airports, which have achieved some success experience [1,2].The essence of SMS is to establish the systemic, clear and comprehensive security risk management and security-based operating system.
There are four components of SMS: safety policy and objectives; safety risk management; safety assurance and safety promotion.
Safety risk= Safety risk probability* Safety risk severity.
