By building the virtual model and virtual construction process, construction control and management based on the virtual reality system can be used to improve efficiency of project management and construction, ensure construction progress, save cost, improve safety and reduce engineering risk, so as to provide guidance for engineering construction.
At present, the computer technology is combined with the civil engineering increasingly closely, and informationization degree of organization management in construction is significantly improved.
Application of virtual reality technology in construction organization and management Application in control and management of construction process.Construction control and management of the civil and construction engineering is complicated, dynamic and integrated, throughout the full life cycle of each engineering project, especially modern large-scale projects with long construction period and massive quantities.
It is difficult to realize it through common engineering experience, the bar chart and the layout chart.
With further development of the virtual technology, the technology will be applied in the civil engineering more deeply and widely, and it is certain to replace the traditional construction management completely.

Preface Frame-shear wall structures are kind of common civil buildings.
Because artificial neural network can approch any nonliner function based on any precision, ownning adaptive and self learning ability for complex problems, and gains extensive attention in civil engineering in recent years.
Many scholars have done a lot of good work [1, 2].But there are defects in the treatment of the fuzzy factors, considering the fuzziness of factors involved in civil engineering, in recent years, some scholars studied in the fuzzy pattern recognition [3-5].But, in civil engineering, the influent factors are various, and often is integrated, therefore, to establish appropriate mode is difficult, at the same time, this method in using new materials to improve computing is not satisfactory.

With the justification of the scheme in making a thorough assessment on noise impact in the vicinity of airport, a better way to assess and control aircraft noise has been found for Civil Aviation Administration of China.
In 2006, Civil Aviation Administration of China (CAAC) acknowledged that “relevant efforts have been made by far to probe into aircraft noise, and preliminary measures has been worked out to alleviate its associated impact, including imposing restriction on air traffic at BCIA, airport operation at night, operation of excessively noisy aircraft, as well as improving flight procedures, installing noise monitor equipment”.
Proving the applicability of the scheme in making a thorough assessment on noise impact in the vicinity of airport, a better way to assess and control aircraft noise has been found for Civil Aviation Administration of China.
