The core idea of LC is that in ensuring the quality and safety conditions strive to achieve zero waste, zero failures, zero defects, zero inventory, and strive to achieve the shortest period and a minimum consumption of resources, to achieve the goal of the wasting minimization, customer value (or engineering value) maximization.
In surveyed project, civil engineering projects accounted for 55%, industrial construction projects accounted for 12% , the municipal utility industry construction projects accounted for 17%, and 16% of other types of projects.

The relative error of the cutter condition monitoring satisfies the needs of the actual engineering, which illuminates that the system is rational and effective.
Conclusions Firstly, this paper puts forward a new machine cutting tool condition monitoring method of the aeroplane composite material processing based on the background of civil aviation and the solution to the practical problems in the large aircraft manufacturing in China to ensure the efficiency and the quality of the processing.
