With the development of 3 d laser scan technology, it has wide application prospects in the fields of civil engineering, urban planning, virtual reality, vehicle guidance, target 3 d reconstruction and topography measurement. 3 d laser scan technology mainly use for high precision reverse of 3 d modeling and restructuring, it included data called point cloud data which is a kind of expression of pace information[3].
To the point cloud data processing, and extracting the point cloud the characteristic information of the civil engineering neighborhood is a hot issue.
In the application of practical engineering, the calculated accuracy of tilt can be improved by the way of increasing the number of section according to the needs.

Preface On September 15-16, 2012, the first International Conference on Advances in Civil Infrastructure Engineering (ICACIE 2012) was held in Changsha, Hunan, China.
The ICACIE 2012 aims at bringing together engineers and researchers with interests in civil infrastructure engineering and prompting the exchange of ideas and experience among participants to consolidate knowledge of recent developments in these important areas of technology.

Nanofibers as advanced naterials Nanofibers belong to the most prospective materials with broad applications spanned from medicine to civil engineering (see, e.g., [1]).
Consequently, there exists realistic and necessary condition for initiation of serious research of suitable applications of such nanomaterials in civil engineering.
We propose another, in our opinion very prospective application of nanofibers in civil engineering: as a base material on which technically interesting nanoclusters are heterogeneously nucleated.

Abstract: Nowadays, 3D printer technology that is considered as a principal tool of the 4.0 technological revolution, has been applied to almost all fields of industry especially in making rapid models such as automobile, aircraft, medicine, civil engineering, electronic engineering…therefore the materials for 3D printing have become an essential in Vietnam.

Objective and overall quantitative evaluation should be based on the interdisciplinary knowledge system basis, therefore, this article depends on public management theory, management science and engineering theory, statistics and so on, drawing Quantitative assessment experience from abroad, following the logic of evolution of quantitative assessment, based on combining theory with practice, empirical analysis and normative analysis, induction and education ,qualitative and quantitative analysis, to research the intrinsic logic of organization performance and explore the new system of quantitative evaluation .

According to the data, we find that the local financial expenditure has investment redundancy 1007.809; the number of civil servants has investment redundancy 5.972 = 5.512 + 0.820.
That means,according to output of Jinan now, local financial expenditure can reduce 1007.809 (10 million yuan), the number of civil servants can reduce 5.972 (million people).

However in most cases, traditional design pattern for the vibration control of civil engineering structures is that structural system and control system are individually designed and optimized, i.e., the designed structure is first optimized and then the controller optimization is executed in order to seek optimal vibration control effect.
To enhance the total performance of the controlled structures, the integrated optimization of structure and control strategy has recently received consideration of researchers and has generally been acknowledged as an advanced design methodology for space structures in aerospace and aviation domains, but only few applications can be found in civil engineering.
Cimellaro, Soong and Reinhorn[5]addressed the integrated design of civil engineering structures with control systems and developed a two-stage approach for design of controlled structural systems, where new alternative solutions can be achieved.
