Rectangular steel tubular column filled with steel-reinforced concrete fully combines the advantages of concrete-filled rectangular steel tubular column and steel-reinforced concrete column, which can effectively meet the practical engineering.
The joints can absorb the energy released in an earthquake and meet the requirements of practical engineering, showing excellent seismic performance, which has a wide application prospect. (2) The bearing capacity of the space joint has an improvement with the increasing of beam strengths.

In our country, due to The design of building structures of uniform standards GBJ68- 84[3] was promulgated in1984, and The reliability of engineering structures unified standard GB50153 – 92 was promulgated in 1992, railways, highways, ports and water conservancy and hydropower project have formulated unified standard based on reliability design[4].
The formulation and promulgation of these uniform standards promoted the development of China's structural design specifications, and played an important role in the engineering construction. 2.
Obviously, the designed structure does not really reach the target reliability index [β]. 3.3 The quality of the project (including a variety of factors) Engineering design, construction, use and maintenance quality mainly result in the deviation of the actual resistance and design resistance.

The research obtains the weight of factors by Analytic Hierarchy Process and ascertains relative membership degree of factors by theory of Fuzzy Mathematics, and transforms qualitative impact of these factors into quantitative analysis, then the optimizing model is set up by The Generalized Hamming Distance as p=1 which is analyzed by an actual engineering that we can certificate the model valuable and useful.
