In the linear dimensional reduction methods [6] efficient damage predictors EDP’s are supposed to be of the form (4) and the components of the vector are solutions to the following, recursively formulated optimization problem: (5) The methods differs in the choice of the functional , providing the data separation measure.
It is worth noting that since the spread of data due to random effects, i.e. the within class variance, is factored out in the denominator of the measure , it is easier to distinguish different groups of data in the space spanned by the first EDP’s obtained in this way.
The spread of data is most clear in the space spanned by the first two EDP’s FLD_1, FLD_2.
In the case of the PCA method, only the first EDP distinguish data corresponding to different crack length, whereas in the case of Fishers’ method both of the indices FLD_1, FLD_2 improve data separation.

This paper intends to verify the relationship between industrial structure and energy efficiency with economic statistical data of Hubei Province during 2000-2010, analyzing the performance and mechanism about how to improve energy efficiency by adjusting industrial structure and developing technology, and putting forward the corresponding policy recommendations.
Thirdly, we should make a good use of preferential tax policies to encourage the application of the technology of energy-saving emission reduction, and guide enterprises and residents to comply energy-saving emission reduction policy.
