Advantages: less financial investment, large and comprehensive functions, highly centralized and consistent access, procedure and data.
Each system is completely independent mutually; the real-time data exchange is realized based on unified data standard.
Secondly, the formulation for standardized processes, data specification and template shall be speeded up so as to realize a unified data standard for business and data, which is an important basis of the success of unified platform nationwide.
No matter which construction model of electronic platform is purchased by the government, they all involve the cross-sector data sharing, namely, how does government purchasing platforms obtain the useful data from other functional departments and provide the useful data for them.
Firstly the specification for unified basis data including purchaser data, supplier data, specialist date, commodity data and procurement performance data shall be unified; Secondly, the technology applications shall be unified, such as CA certification encryption technology, finally, such centralized data management centers on constructed government procurement as government procurement supervision departments and centralized procurement institutions shall unitedly manage the dynamic data in the terms of supplier registration, commodity information maintenance, specialist management and data storage, etc.

Experimental beams are two groups of three rectangle section of reinforced concrete simple-supported beams[6-8], concrete data of experimental beams are shown in Table 1.
Experimental data is collected after the numerical value of indicator is stable.
Deflection data are gained from high-speed strain sample system DH3816.
Load-deflection relationship of all experimental beams are shown in Fig 4, As can be seen from the figure, compared with displacement of concrete beams and concrete beams strengthened by carbon fiber sheet, displacement of concrete beams strengthened jointly by carbon fiber sheet and external prestressing had a higher reduction under the same load, this fully demonstrates that concrete beams strengthened jointly by carbon fiber sheet and external prestressing can improve the stiffness.

After passing through a reduction tube at a temperature of 900°C, elements of carbon, and hydrogen in the samples were converted into gases of carbon dioxide and water, respectively.
Data were acquired and processed with software from Elementar.
In Figure 2c, the CH2=CH- locate in 5.95~5.97 ppm, and in Figure 2d, 7.38~7.59 ppm is –CH5 was selected for the calculation respectively. 1H NMR data verify the data get by the above process, Table 1 list the comparisons, the relative errors are below 3.5%.

Introduction With the development of aeronautical remote sensing technology, transmission and storage of remote sensing data have become serious problems that need to be solved at once, traditional methods such as microwave communications have a limited transmission rate, whereas the free space optical communication is a valid solution for all these problems[1,2,3] .The free space optical link requires precise pointing, acquisition and tracking (APT) for reliable communication, image processing algorithms of the beacon directly determine the accuracy of the APT system.

The data of experiments support the hypothesis that bacteria D1-3 with the capacity of petroleum-degrading, have the potential of application in the microbial enhanced oil recovery. 2 Materials and Methods 2.1 Experimental Cultures A group of petroleum-degrading bacteria were obtained from the sludge samples that collected from the Triassic Yanchang 6 reservoir in 2009.
The data supported the hypothesis that microbial action is responsible for the upgrading of in-place oil and the increase of its flowability. 3.2 Influence of microbial injection velocity on the oil displacement efficiency The core flood experiments were conducted to measure the impaction of microbial injection velocity on oil displacement efficiency.

Materials and Methods In this stage, the GNPs were synthesized by sodium citrate reduction of 0.25 %, 0.5 % and 1.0 %.
Also, the algorithm for data analysis was implemented in platform Matlab R2009a.
Results and discussion The PCA were applied to the data set with 30 visible absorption spectra.
Numerical data of which allow the reader to determine the size of GNPs without the need to perform calculations are presented in the supporting information.

Measurement data analysis Measured signal was strongly noised.
Low pas filter was no sufficient for that type of data, because of non-sinusoidal function.
Due to the problems generated by low pas filters in case of non-sinusoidal function analyses, empirical mode decomposition (EMD) was used for data processing.

This method, used of Monte Carlo sampling method extracts samples data of the stochastic variable, converts chance constraints into deterministic constraints by calculate the probability of chance constrained.
Equivalence a set of constraints into a constraint by adopts maximum function, namely: (10) Mark: Extract M sets of sample data by Monte Carlo method , the probability of chance constraints is equal to the average of the number of the M sets of sample data meet the constraints , namely: (11) Where: is the indicator function, namely, it is equal to 1 when, equal to 0 when .
It can be seen from Fig. 2, with the increase of confidence levels, the power supply cost increased because of the reduction of new energy output. thus demonstrating the rationality of use the conditional risk constraints depict the cascade reservoirs security constraints.
