Piping engineering, which involves a plenty of materials and has a large-scale construction work quantity, is an important part of chemical engineering, and how to make a good cost control of it is very important for the success of chemical project.
As the chemical piping engineering involves a wide variety of materials, its installation works scope is wide and the construction period is long, and the related technical requirements is high, the piping installation works usually accounted for 40 % installation works of the whole chemical engineering project.

Abstract—Aiming at the existence problems of surface fitting on the current surface measurement method of digital characterization of engineering surfaces, the Pro/E software is used to envelope processing on measured data which is reduced noise and volume, and formed of small plane characteristics.
A finite elements contact model of engineering surface and the rigid plane is established.
Scholars have done a lot of works on reconstruction of engineering surface.

The coal gangue as road construction materials have broad application prospects.
Their technical level affects the overall engineering quality.

Project cost management is demanded increasingly in engineering project management, and cost forecast is a vital part that enterprise strengthen overall cost management and play an important role in engineering project management increasingly.
First of all, it is essential to analyze characteristics of cost forecast engineering project and determine the key factors which influence cost.
If there are too much variable key factors, they could be taken measures to translate variable key factors into immutable key factors so as to forecast.
Generally speaking, engineering project cost are consisted of site transportation fee, earthwork engineering fee, tower engineering fee, foundation engineering fee, accessory engineering fee and stringing Ding Cheng fee, these six kind of fee can be divided into two objectives forecasted.
So cost forecast of this engineering project is the collection of two objectives forecasted [2].
