INTRODUCTION
Nonlinear behaviors of the mechanical systems described by fractional calculus frequently appear in the literature in recent years thanks to the development of fractional calculus.[1,2,3,4,5] the damping proprieties of some viscoelastic advanced polymeric materials can be accurately modeled by fractional calculus model.[6,7,8,9,10] These studies remind us that the nonlinear influence on both constitutive relationship of materials and mechanical behavior of structures cannot be ignored.
On the other hand ,as one of the important structures the dynamics of arches continue to attract researchers to know more about dynamic behavior of arches. the geometrical and material nonlinearity of arches can not be neglected in many aspects such as the vibration with large displacement or large strain Especially, the introduction of the damping of some viscoelastic advanced polymeric materials to the arches requires us to understand the dynamic characteristics of arches accurately.
The material parameter describes in fact the damping characteristics of polymeric materials.

Supply of Relief Materials Management.
Using GIS technology and database technology, to realize the information management of disaster relief materials, including to material classification, quantity, manufacturers, use period, the information such as the loading and unloading of the database entry, organization and query; at the same time, it can check the corresponding materials in saturated and early warning and emergency allocation shortage.
For earthquake emergency shelter of construction, as the people's livelihood engineering important content, need to human, material and financial resources and the support of all departments at all levels of coordination, only leadership attention, can the concrete construction work to implement action, coordination, clear responsibility, do all departments in the effective interaction to solve practical problems encountered in the construction.
