Coating plaster residues (CPR) used in the civil construction industry account for a considerable percentage of building debris.
The control of residues generated in the civil construction industry in Brazil is regulated by Resolution no. 307 of the National Environment Council (CONAMA), which stipulates that activities for the "treatment and destination of solid urban residues" are subject to environmental licensing by the relevant environmental organ (Art. 2º, § 1º) and it is clearly expressed in the Federal Constitution of 1988 (Art.225, § 1º, IV) that an environmental impact study and a report on the environmental impact are required for activities that effectively or potentially generate significant environmental degradation, legislation that has become very important in the execution of construction projects [2].

Analysis and Value Engineering Applied in Building Restoration - Proposed Methodology CIOCAN Ioan1,a* and ONUTU Catalin1,b 1 Faculty of Civil Engineering and Building Services, “Gheorghe Asachi” Technical University of Jassy, Romania aciocanioan_sv@yahoo.com, bconutu@yahoo.com Keywords: analysis and value engineering, function, cost, performance level sizing equipment, sizing economy.
Analysis Method and Value Engineering allow the development of competitiveness (efficiency) construction firms in a meaningful, durable and this in an economic environment more complex and evolving.
Application method of Analysis and of value engineering to rehabilitate the construction may create the possibility of reducing the price of construction, but it is used less in Romania in this area, because it is considered a difficult method.
Analysis and value engineering method comes to rescue, becoming the most efficient method, if used, will make Romanian companies to be performing [1,2].
Methodology application of Analysis and value engineering in construction and building rehabilitation Considering of the above, we proposed a methodology for the application of analysis and value engineering in construction and building rehabilitation, methodology that works after following block diagram (Fig.1).

Those advantages make it a better alternative in some fields of engineering.
Introduction Mortar grouted bolt is one kind of bolts which are broadly used in civil engineering, and it is frequently used as the temporary or permanent structure members.
Solution of this problem is a major concern of civil and geotechnical engineers.
FRP are ideal materials to produce bolts, and to replace steel bar in civil and geotechnical engineering prospects (Yuan Yong et al., 2004).
