Engineering technical methods plays a major role due to the architectural origin of urban planning in China.
Compared with Methods for Urban Planning Formulation (Edition 1991, hereinafter referred to as Old Methods) and as regards central city planning, New Methods adds one engineering item , deletes the road cross-section requirements and simplifies the special planning requirements[2], the proportion of engineering items also reduces significantly.
Therefore, the application of engineering technical methods will decrease as the project content is reduced.
Since the 1950s, China’s master planning has adopted the “engineering design” methods, namely, the planners design the various professional parts according to the state quota and targets, and finally integrate to form the master planning.

Both engineering stress and engineering strain have the relationships with true stress and true strain as follows [10]:

When the engineering stress σe and engineering strain εe were 1072MPa and 0.22, respectively, the true stress value was 1309MPa.
