Introduction
The extremely high level of the scientific researches in contact with intensive computer technologies usage determines the requirements for a modern engineer.
They include not only the qualification of engineer, but his personal abilities to carry an effective work with a huge amount of information in shear and overcome the fear to depart from the traditional technics and methods.
Practical assumptions of ideally fixed and frictionless pinned connections lead an engineer to misinterpretation the model of the joint.

Abstract.
In practical engineering, axial compression rod ideal is not exist, they always have various such as initial eccentricity, initial bending and residual stress of initial defects, they are called engineering rod.
Engineering rod Ncr axis pressure bar ideal Ncr low.
Calculation for the engineering rod, bearing capacity is determined by the collapse theory of small eccentric compression member.

Abstract: This article mainly aims at the frame structure seismic identification and reinforcement, and example analyzed a middle school building structure of the framework aseismatic appraisal and reinforcement.
The existing building structure in the aseismatic appraisal, borrow the anti-seismic concept design "to describe the basic requirements, i.e., according to the earthquake damage and engineering experience the basic design principles and get the design thought, not through numerical calculation, the existing building structure layout and key structure for testing, from many aspects of the comprehensive measure of the existing building overall seismic capability [3].
Fig.1.1 Frame structure two level appraisal process The frame structure strengthening research In the aseismatic appraisal to reinforce after frame structure according to the building seismic strengthening technical regulations on JGJ116-98.Strengthening plan should be based on the aseismatic appraisal report combined with engineering experience comprehensive decision.
After the drawings of examining the actual engineering and construction drawings consistent, geological investigation report and drawing design said.
First, the aseismatic appraisal, foundation: The site of the type of soil for hard soil, Ⅱ kind of site, belongs to the engineering anti-earthquake favorable areas, according to standard for seismic appraisal of building GB50023-2009 first article 4.4.1 regulation; this project can field on the building of aseismatic appraisal of the effect.
