Adhering to the principle of technology is to abide by the principle of ecological engineering and its requirement in the planning and design of constructed wetlands, using appropriate ecological technology and environmental technology [5].Adhering to the principle of aesthetics is, on the basis of maintaining the sustainable development of wetland, to use various means of landscape artistic expression, to fully embody the aesthetic value of a constructed wetlands landscape system. 2.2 Design Keys In the design constructed wetlands with landscape function, on the basis of promoting the sustainable development of wetland ecosystem, the methods of modern engineering technology and means of landscape design are reasonably used to construct the constructed wetlands system meeting the demand of wetland functions, combining aesthetics with ecology, reflecting human activities and natural environment, to form an environment where the residents can feel the nature.
Design scientificity and engineering feasibility should be strengthened in the technological selection, design and layout, landscape construction and plant configuration, so as to achieve the harmonious coexistence of man and nature.

In addition, this system also offers certain references in monitoring civil vehicles and providing evidence for vehicle theft cases.
It must be mentioned at this point that there are a number of books providing information to engineers about the applications of GPS technology to the transportation system and especially to intelligent transportation systems [10, 11] .The vehicle tracking needs 344 bits of data to store the 5 important parameters (longitude, latitude, speed, date, and time).
