DIF [4] (Dynamic Increase Factors) is the ratio of dynamic strength and static strength of materials of steel and concrete, it is generally considered a function of the strain rate.
Usually use the dynamic increase factor (DIF), to describe the strength of materials increase with the strain rate increasing phenomenon.
