Grasping various coordinated development in the principle of "unified planning, rational distribution, joint development, and improved matching", exploit and protect coastal resources rationally; give priority to ensure the needs of deep-water piers and coastlines, and arrange the units with not high requirements of the water depth conditions to the shallow water; Meanwhile, the deep development of industrial and warehousing facilities and the use of public specialized ports should be encouraged.
Nowadays, the coastal raw material industrial bases, which rely on deep-water ports and overseas resources, are much seldom in China.

The dry weight (i.e. weight before soaking in water) of the specimens for the water absorption test was recorded as the initial weight and afterwards horizontally arranged in a container with distilled cold water at 20oC temperature.
The boards were soaked in water for 1 hour and 24 hours as that of the water absorption test.
