Generally, ClO2 is a strong oxidizing agent, which can oxidizes many chemicals or materials.
The reaction between ClO2 and the surface action materials is a redox reaction, so there involve many factors and conditions which affect the reaction, such as temperature, time and PH value.
All the substances are considered as emulsifying materials.
