Construction safety accidents cause not only a large number of casualties but also economic enormous economic losses.Acording to Health and Safety Executive’s research,in the United Kingdom, the losses in construction site caused by occupational accidents and health damage accounted for 8.5% in the project cost, including schedule delay, truancy, healthy problem, insurance loss and so on)[3] In Hongkong, the loss caused by construction safety accidents accounted for about 8.5% of the total cost of Construction Engineering [4] In mainland China, though there are no official statistics, according to the present situation of safety management in construction, to the total project cost, the proportion of the loss caused by construction safety accidents should not be lower than the data above.
