View from the internal perspective of petroleum enterprises, the process of low-carbon technology innovation includes innovative ideas, technological invention, engineering design, test, trial production, industrial application, technical services and profit, involves management decision system, research and development system, production, marketing and purchasing systems, financial system, science and technology information system and internal information network, etc.
Currently, research management mechanism of domestic petroleum enterprises are still evolving, which are more advanced, such as Daqing Oilfield Company, pioneered the top-level design, competitive bidding system, project tracking and management, project allowance system, deduct a percentage from benefits of technology in its R&D project management , has obtained the remarkable result.
Technical innovation operational mechanism aspect Firstly, to comprehensively implement the top-level design, project system and other advanced research management mechanisms in the petroleum enterprise.

The combination of the advanced technology of the EPC process with the lightest structural materials will surely bring a bright future for the application of magnesium alloys, especially in the casting of thin-wall, complex-geometry and smooth as-cast surface of components [1,2].

Abstract
The usefulness of the laser surface modifications is considerably reduced by the fact that the preevaluation
and reproduction of these processes are not sufficent.
To reach advance in these fields, we have to clarify the physical processes taking place during the treatment.
The convection may be of with high velocity (the forces occur are relatively large corresponding to the mass of the melt pool and to the mass of the flowing substance), so this flow can advance the penetration of a floating particle, or constrain the penetration of a particle accelerated by the carrier gas (in Fig. 4 we can see an imprint of a vortex of the Marangoni-flow). 11 Caused by the large temperature-dependence shown by the surface tension. 12 This is only the vertical direction, which occurs as force vector and movement direction in the penetration model in section 1.
