The basis of the urban strategy of Armenia at current stage, in our view, should determine the new, integrated, diversified program corresponding to the spirit of time, where the cornerstone should be the keeping and implementation of the following basic goals of perspective urban policy of the country:
1. absolute compliance with the priorities of the urban strategy of Armenia by its very nature and internationally enshrined principles of sustainable development,
2. precise definition and finalization of full legal and normative basis development of urban activity regulation,
3. creating of effective mechanisms for management, tightening the control over implementation of architectural and design activities,
4. enforcement of legislation on the conservation of historic buildings and urban landscape, areas and objects of special regulation,
5. increasing the importance of civil society, urban community in the planning and implementation of urban development programs, mobilization of
intellectual and human resources to create absolute trust mechanisms between authorities, institutions and local government bodies, individuals, social groups, social movements, organizations, 6. ensuring the priority of long-term programs to short-term ones, through the introduction of an appropriate regulatory framework and mechanisms to attract investors for the implementation of integrated urban development projects (with a one-time implementation of engineering and transport and other units of infrastructure).
