The policies of specific plans aim towards a UA system that should be both economically and environmentally sustainable by: - encouraging the use of specific UA techniques that require reduced land and water use; - recognizing the cultural and economic benefits of providing opportunities for residents to grow healthy, affordable, culturally appropriate foods; - developing land development regulations that allow UA uses in appropriate locations and increase opportunities for farmers’ markets on public and private land; - encouraging UA land use in underutilized vacant plots and peri-urban areas; - exploring potential locations for UA land use as part of a long range plan. 4.

The volume of sink and circulating water are two important parameters to affect the quenching water temperature increase.
If the current cylinder quenching temperature increases within 10 ℃, it means that the volume of water tank and circulating water is sufficient. 
Water flow state includes both speed and direction, the cooling degree of cylinder after quenching reflects cylinder surface with water conduction and convection heat, with water flowing from the cylinder surface forming a turbulent flow boundary layer where the bottom transfer heat by conduction which is weak while the outer bottom transfer heat by convection. 
However, the introduction of quenching in water, the general requirements of the cooling water to be sufficiently stirred, the water temperature does not exceed 38 ℃ before the work piece into the water, and 65 ℃ after it is out.
