Introduction
The mixing layers play a vital role in numerous engineering applications.

Abstract: This paper aims at researching the quality and quantity complex measurement of the eco-residential district construction system and provided a method for scientific decision-making.
Based on the result of frequency analysis, selects six indicators of high frequency to judge the complexity of eco-residential district construction system, they are group structure of project stakeholder, engineering technology, engineering task, project environment, project objectives and project information.
On the other hand, complexity of engineering technology, task, information, target and engineering project system are all affected by other variables, so they are used as endogenous latent variable.
Grasping project complexity in large engineering projects: The TOE(Technical Organizational and Environmental) framework.
