Abstract.
Selecting favorable terrain is very important, which can form enough storage capacity with very short dam, call for small scale engineering of the initial and final dam, and material nearby is enough.
In addition, if the drainage discharge tailings engineering facilities can not take the role, once the flood comes, the dam environmental risks will outbreak, endangering the safety of residents downstream, so the environmental risk assessment of the dam will be the most important part of the EIA [3].
Meanwhile, according to the Standard for Pollution on the Storage and Disposal Site for General Industrial Solid Wastes (GB18599-2001), environmental management of closed tailings pond are as follows: tailings pond closed design requires engineering process; prior to closing the pond, it needs completion of acceptance.
