Abstract: Proposed construction of the main water-saving society, including government, business (market), social organizations and the general public.
Surrounding total water resources control and the core of quota management of water resources management system, the economic structure system which adapts to the water carrying capacity, optimizing the allocation and efficient using water resources of engineering and technology system and the standard system behavior of the public conscious-saving, it has achieved remarkable results, the efficiency and effectiveness of water has significantly improved, water-saving awareness of the whole society is growing[1].
Theory and practice show that social organizations have indeed played a pivotal role in providing public goods and public services, perform the unique advantages in nurturing civil society and other aspects, is an important part of governance in today's society[6] .
Mutual cooperation and mutual restraint are between the different subjects , institution, and cultural ( awareness ) , information, technology, engineering , etc. constitute the external environment to run, each subject plays different roles.

Abstract: Basing on meteorological data,vegetation distribution data,water resources condition data and so on as the background material,we calculated the minimum and appropriate eco-environment water requirement of existing forest in the central and southern Ningxia in growing season.
Bei Chu and Haosong Shang who worked in hydroscience and engineering lab in Tsinghua University researched the eco-environment water demand of vegetation through experiment in arid and semi-arid regions in the actual situation.They concluded that eco-environment water requirement coefficient of high-forest was 0.757,water requirement coefficient of shrub forest is 0.612 which is about 0.81 times of high-forest, ecological water requirement coefficient of grassland is 0.661, about 0.85 times of the high-forest.
