ICZM are multidisiplinary science including Natural Science (Physics, Biology, Chemistry, Geography), Social Science (Sociology, Economy, Law), Planning (Regional and Traffic), and also Engineering (Chemistry and Coastal) (5).
Mapping Indicator "Readiness Level" related to the implementation of Law 27/2007 jo 01/2014 in Sumenep Regency Utilization of coastal and marine resources, which summarized as human activities in the coastal zone (5), that are not optimal and tend to cause the degradation of the environment is one of thebasic reasons for considering to plan (1, 2) and manage the coastal and marine areas as an integral part of spatial planning on land, so that it becomes a necessity to use and combine the Law 27/2007 jo 01/2014 (as a basic regulatory arrangements coastal management and small islands) mandates every local government has a strategic plan, a zoning plan, management plan, and action plan in the coastal region (15) by Law 26/2007, which requires that each region has a regional plan (mainland) both at the provincial level, regency (general plan), down to the district level or lower (detailed plans and engineering plans or RTBL).
The existence of official civil servants (PNS) which handles certain WP3K 11.
