Considering the economic density and population density are different around the hazard installation in production, the accidents of hazard installation with the same material and quantity may cause different results.
If there are many kinds of dangerous materials or accidents form for hazard installation, the most serious dangerous material or accidents form should be considered; While if there are many kinds of accident form for a kind of dangerous material, and their accident results differ greatly, the accident form with the most serious results should be considered
If a kind of dangerous material has many kinds of accident form, and their accident results differ greatly, the gross accident results should be evaluated according to the principle of average statistics.

The coupling of sp-d electron magnetic of ZnO doped with Mn, Co, Ni, Cu has been studied by MCD (magnetic circular dichroism) method[8] and ferromagnetism of these materials was verified.
Therefore, the ferromagnetism of some materials is questionable[4,16-23] and ferromagnetism even was not found in some doped materials[24,25].
Metal ion deposit or second phase oxides, such as nanocrystal deposit of Co or Ni, may generate during the preparation, which have an effect on the ferromagnetism of materials.
