It works better compared to the traditional water quality objective function and can be used in the engineering practice.
Among the engineering measures to improve the water quality in the plain river network and lakes, water diversion project has been becoming one of the most important measures in China before the pollution sources can be effectively controlled, such as Suzhou River in Shanghai[2], Foshan River in Guangdong [3] and Tai Lake basin [4].
Some environmental policies and engineering measures have been developed gradually to improve the water quality in the rivernet [14-15], such as the policies for controlling the pollution sources, the engineering measures of dredging and the water diversion project.
